Activity : Networking of the Training Focal Points Report of the 2nd meeting, Tour du Valat, 16-17 December 2003 The meeting was attended by : • Deena SADEK from MWC/Egypt • Afifa SFAYHI from MWC/ Tunisia • Violeta ZUNA and Eno DODBIBA from MWC/ Albania • Charbel RIZK from MWC/ Lebanon • Ali REGRAGUI from MWC/ Morocco • Naïk FAUCON , Emmanuel THEVENIN from ATEN • Sylvie GOYET from MWC/ RCU ATEN wanted to keep the meeting its informal nature and its small size to ensure that everybody has enough time for discussion. The members were requested to provide their views and to express the interest of their MWC national component in the development of such regional network. The agenda was set up for a 2 day-meeting to answer 2 questions : - Why the network should continue ? - What are the future prospects of the network ? Day 1 To be sure that the network members share a common vision, objectives and rules, we started by a participatory exercise on the formulation of the objectives as they were acted on Dec 2003. After one running year, we could note an enhancement of the quantity of national training courses (obj1) with using best practices in term of training management (obj2). Nevertheless, there is still room to improve the effectiveness and efficiency of the network . Three main recommendations were extracted from the RAC4 final report to replace our activities in the exit strategy context , they were developed on day 2 by SG: - “focus on documenting lessons learned and experience (final evaluation) » ; - “ engage practical consultation with regional partners/programmes in order to explore arrangements for collaboration on the implementation of specific agreed activities »; - « identify relevant indicators to show impacts of the project in reaching its biodiversity conservation objectives ». The questionnaire sent before the meeting, has been analysed all together. The following points were bring out : • The identification of a specific function, namely a Training Focal Point for each national MWC team has to be pointed out as original regarding others projects and helpful for training implementation in general. •

Most of TFP’s expressed their will willing to occupy this function even they didn’t realise how time-consuming is it. In this regard, they agreed to say that TFP devote around 15% of his/her time, by fits and starts. 15% for 4 « courses/workshop/on the job training » a year. TFP is part time function that should be recognised.

They all noted that in a short future this TFP function could easily be integrated in the institution which host the project (if not exist yet ). In term of reinforcing the institutional capacity that aspect should be mentioned.



Behind TFP network lies the perceived need of professionals to do a better job. How to be more efficient before, during and after a training course ? The common tools and procedures developed during the last meeting in Paris were used by half of the TFPs (the ones who were in Paris) and technical information was send by ATEN upon request.



From the beginning of the project, each course is part of the training plan and is closely link with site management plans. The yearly planning of the training intentions helps to review the priorities and to consider complementarities among training actions organised by institutional partners (MDG, etc.).



We also note that the national TFPs were very reactive, by developing relevant training initiatives, closely linked with specific needs as: i)training course for religious leader ii)mutual training courses for Moroccan and Tunisian eco-guards. Efforts should be done to capitalise and share these experiences. As regardss training tools, the CD Rom “training of trainers on management planning” developed by RCU has been largely used by the national teams to set up training courses on management plan for national target audiences.



In each of the countries, contacts have been established with training partners as at national or international level. .



At the regional level, the MWC website did further visibility of national training activities, even if its reduced activity has slow down the dynamic of the network. We all express our willingness to reactive the MWC website as soon as possible.



Everyone agrees that there is a need to continue and improve the exchange of information among TFPs.





Not enough built synergy between MWC countries. (except between Morocco and Tunisia (French speaking ? ) When discussing the worth of a yearly face-to-face TFP’s meeting, TFPs insist on its importance for keeping the community in a network alive and for generating trust among TFP’s.

Emphasis was placed on the following points: Albania : a new unit in charge of creating PA sector Egypt : curriculum development for rangers Lebanon : curriculum development for eco-guide Morocco : training links between MWC and GEF/BM project : Programme de gestion des aires protégées du Maroc. Tunisia / Morocco : description profile for Eco-guard These initiatives are anchored in national institutions as ministry, university, technical schools for technicians or engineers. Some of them deliver professional certification. Day 2 / question 2 SG presented a note spelling out the 2005 priority regional functions that are : • Knowledge management : MWC systems , processes and approaches are documented and analysed for lessons + final evaluation • Identifying and measuring impacts • Sustainability of priority regional functions, as appropriate, and RCU management She proposed guidelines to be discussed that could help the network: - to undertake the training component assessment - and to define impacts on the policy change and protected area establishment and management biodiversity conservation A note was sent by email on 24 november 04 with a revised version (attached) .

In conclusion : The decision after 2 full days of discussions is to • keep the network going and improve exchanges among TFPs • work on documenting lessons learnt? and on measuring impacts of the training component The following steps should be included in our workplan : The website is fully active

Information focal point is identified Update the training platform with the 2005 table Inform by email the network

Early of January End of February. Mi-march Before each training course

The training intentions are discussed between TFP and PM for validation . (note that the table can change during 2005 regarding new priorities) For each training course: Remarks and proposals are circulating to exchange views and to consider cooperations between TFP (set up the training objectives , elaboration of the programme, identification of trainers, exchange or co-development of training modules ) The training identification form is ready to inform Inform the training regional partners (participants, trainers) platform A brief report is prepared by TFP and sent to the network. The report should stress on lessons learned Report is consolidated and validated.
