The cartography of Molise region is reported in Gauss-Boaga system (Datum Roma-40) In Italy we use more frequently the system of reference Gauss-Boaga or the system UTM ED-50 The choice of the system of reference is function of the objectives defined by the Region for the geographical representation of its areas and the particular position of Molise in comparison to the national meridian (Rome Monte Mario)

We chose, therefore, to use the product of the ESRI denominated ArcView (release 9.1). This release, vertically compatible with the others of the 3.x series, represent the software product more diffused inside the technical sectors of the territorial Corporate body The information interchange with the Corporate body and the possibility to use the sets of data without having to resort to delicate operations of conversion are a guarantee of quality of the final products

The necessary activities for the realization of the “SITRA” (acronym of Territorial Informative System for the Environmental Risks – in italian) are in progress. After the first phase of data retrieval in the territorial public corporate body, we have proceeded to homogenize all the informations and to create all informative layers of SITRA. The informative layers have been separate in informative layers of base and informative layers of work.

METADATA „

„

Metadata, according to the classical definition, can be defined as ‘data on the data' and represent the documentation of the data (a kind of certificate) that furnish useful and immediate information to understand, to compare and to exchange the data that they describe. Metadata, in the optics of the interoperability (possibility to contemporarily operate and in way coordinated on the same data sets), represent a very useful tool in how much they allow a rapids management (search, diffusion and acquisition) of the territorial data from authorized subjects.

The utility to realize and to individualize a methodology of job for the metadatum dresses again an enormous importance within CARTODATA sub-project. In fact, treating of procedures usable in European circle, the possibility of information interchange on the data is more main point of the data themselves. The metadatum experimented within the CARTODATA sub-project, foresees the description of the elaborate individuals that compose a project. Within the job the standard ISO19115 will follow it regarding the criterions of creation of the metadata for the datasets.

In CARTODATA sub-project we will use the software ArcView GIS 9.1 of the ESRI Inc.® also to allow rapid way the creation of the metadatum according to an only standard with the instructions that the same software proposes in the different languages. The possibility to execute automatically adjourn the metadatum from the software (in the limits of the information automatically adjournable) from the software it represents a further aspect that has made to slant toward the release 9.1 of ArcView GIS.

In Italy, and accordingly in Molise, the cartographic coordinates more used for defining the positions in the surveys, in the fotogrammetry, in the earth relief with traditional topographical techniques or GPS they are the coordinates Gauss-Boaga (N, E).

In the realization of the project SITRA, one of the most onerous problems, both from the economic point of view and working, it’s connected with the coordinates transformation (and therefore of the thematic cartographies) from a system of reference to another. Particularly is necessary to maintain the full compatibility and the maximum precision with some GIS activate by territorial Corporate body (Region, Provinces, Cities) starting, contemporarily, a trial allows to progressively migrate toward more recent systems of reference and "European", or toward the WGS84.

GEOGRAPHICAL SYSTEMS OF REFERENCE „

The existing GIS in Molise have been realized using as datum the system of national geodetic reference (Roma40), and as system of plain coordinates that of Gauss-Boaga. From this the choice to maintain such datum as reference for the cartographies of base and job to be inserted in the SITRA. We would create some certified procedures of conversion to define new cartographies in the system of European reference for excellence WGS84.

GEOGRAPHICAL SYSTEMS OF REFERENCE „

In Italy there is an only structure able to certify the conversions through a series of "grates" that contain, stings for point, the differences of latitude and longitude among reported points to the datum Roma40 and reported points to the datum WGS84. Such structure, denominated IGMI (Geographical Military Italian Institute), it is also owner of the net IGM95 and, therefore, of the materialization of the points reported to the ellipsoid of 1984.

GEOGRAPHICAL SYSTEMS OF REFERENCE „

Such procedure, possible through a software really from the IGMI, it allows the conversion of the coordinates of geographical elements excluding the introduction of coarse errors. The software, denominated VERTO, it allows to perform the conversion of express positions in geographical and cartographic coordinates among the Geodetic Systems of Reference used today more commonly in Italy (Roma40, ED50 and WGS84).

GEOGRAPHICAL SYSTEMS OF REFERENCE „

Once completed the SITRA, the procedures of conversion of the coordinates will be started. They will allow to use the bases of data in both the systems of reference: Gauss-Boaga, to be able to keep on maintaining a homogeneous cartography for representation on the whole regional territory; WGS84, to be able to open the Territorial Informative System for the Environmental Risks to European contexts, as foreseen by the project NOE'.
