Praise God that Todd Bentley has been raised up by God to lead the Lakeland, Florida Outpouring. Many lies and rumours have been written about our friend Todd on the Internet. Many others have criticised without knowing the man. He has had death threats, abuse and suffered much rejection. We stand with our friends and know him to be a man of faith and integrity. I pay special tribute to what Bill Johnson Senior Pastor of Bethel Church, Redding, California says:
Bill Johnson: When David wanted Uriah killed, he sent him into battle and then withdrew from him. As a company of people, we refuse to do that. Many revivals throughout history have been cut short of their intention of God's destiny and attention over individuals because of jealousies and fears that get stirred up in the people of God, and we refuse to do that. We shape the course of history by partnering with you, giving honor where it's due. You welcome the glory as well as anybody I have ever seen in my life. I long to learn from you in that and I bless you. I pray with the rest of these that the measure of the glory would increase. That Moses would no longer be considered the high water mark when the glory shone from his face, but instead, the revelation of the goodness of God would change the face of the church, and that He would use your voice, He would use your grace, your anointing to alter the face of the church before this world. Have you spent time with Todd? Do you know him? Have you watched him with his wife? Or have you seen how he treats his kids? Have you spent any time with his staff? Have you been to his ministry? Has he been to yours? Have you laid hands on him and prayed? Has he laid hands on you and prayed? Have you grieved over tragedy together? Have you celebrated victory together? Has he sought your counsel? Has he traveled a great distance just to meet with you privately for advice? Have you ever received his counsel? Have you been in the room when God has showed up on him, and used him in stunning miracles? Have you seen him operate in the word of knowledge or the prophetic? Have you met with his counsel of elders? Have you personally benefited from his gift? Has he benefited from your gift and ministry? Has he ever honored you for who you are in God? Has he partnered with you as a friend? Have you sacrificed for his welfare, or that of his family? Have you sought God with him? Have you ever worshipped the Lord with him? I didn't think so. I have. And I'll continue to support those who I have walked with in life and ministry. He's my friend. More importantly, God calls him friend. And if you and I were ever friends in that level, and people hated you and turned against you, and started web pages to tear down your ministry, and criticized you to your friends, and wrote against you in Christian magazines, and criticized you on the radio and wrote emails to other conference speakers and authors, I'd still be your friend. Personal Report of Lakeland Outpouring by Peter Wagner
As all of you know, what I believe to be God-orchestrated circumstances over the past three weeks or so have brought me mainstream into the Lakeland Outpouring and the controversies surrounding it.
I am writing this from Lakeland . The night before last Doris and I attended the meeting in the tent along with 10,000 others, the largest crowd yet since meeting in the tent. It was the 82nd day of the Outpouring. Todd Bentley used his speaking time in giving the most detailed testimony so far of the “dark night of the soul” that he experienced for 18 months 2005-2007. It was a very remarkable and transparent confession of his pride during the ten years previously and details of the wilderness that God took him through to break the pride. He was very clear about his lack of discipline, his emotions out of control, his rejection of God, his dislike of reading scripture, public meltdown on the platform, memories of childhood rejection, loneliness, sexual abuse, his marriage on the brink of divorce, etc. He was so burnt out he cried 4 hours per day for 21 days straight.
When it was over, God restored everything related to his staff, his marriage, his ministry, and his newly-refined personal character. This was a very remarkable and touching presentation. There was no hint of victimization or wanting a pity party. It was a confession of his own sin and the consequences he paid for disobedience. Doris and I were very touched by this, and we were thankful to God for a window on Todd’s character that we didn’t expect to be so wide open to us
Let me remind you that Doris and I have been very close to other similar outpourings, especially the John Wimber signs & wonders phenomenon of the late 70s and 80s and well as the Argentine Revival of the 80s and 90s. We believe we have paid our dues in terms of the ability to discern truth from error and also in receiving severe and often painful criticism for some of the judgments we made in supporting those two movements. As we observed and participated in the meeting in the tent, we became very nostalgic about Wimber and Argentina , even noting some physical resemblance between Todd and Wimber. His accuracy in words of knowledge reminded us of both John Wimber in the past and Robert Henderson in the present. The worship time was similar to the worship we experience in Freedom Church in Colorado Springs except on a larger and more exuberant scale. We saw or felt nothing that would cross the lines we have previously experienced in high-profile revival. We have learned that God-driven revival is often messy, tending to pull some out of their religious comfort zones, but at the same time opening gates for new seasons of the movement of God.
All this was in preparation for last night, June 23, when we held a ceremony of apostolic alignment for Todd Bentley. As you will see from the document I will attach, the gist was that Todd would be aligned with Ché Ahn, Bill Johnson and John Arnott, representing Revival Alliance, who would then commission him as the evangelist to lead the Lakeland Outpouring. few of us met with Todd personally before the service, and we found him to be a wonderful individual. Doris and I had never met him before. I explained to him what the ceremony would be like, and he agreed. I thought that it was interesting when he wanted to change one thing I had written in this document, because I could then run a quiet test of his humility and his respect for authority. Keep in mind that this was Todd’s ministry and Todd’s meeting. However, he had delegated the leadership of the ceremony to me. I suggested that his change was not wise, and he immediately accepted my decision. We were on the same page! In fact, we like each other!
The scenario was that I took the podium and called around me Todd, Ché, Bill and John. I then called to the platform a number of apostles whom I had chosen to stand behind us: Stephen Strader of Lakeland FL, Karl Strader of Lakeland FL, Jeff Beacham of Sydney, Australia, Rick Joyner of Ft. Mill SC, Doris Wagner of Colorado Springs CO, Sharon Stone of Burton, England, Paco Garcia of Chiclana, Spain, Clarice Fluitt of Monroe LA, Richard Maiden of Scottsdale AZ, Michael Maiden of Phoenix AZ, Joshua Fowler of Orlando FL, Barry Boucher of Ottawa, Canada, and Wesley Campbell of Kelowna, British Columbia, Canada. Unfortunately Bishop Bill Hamon had to cancel because of a travel problem. I then read the paper I am attaching and, despite several requests, I even desisted from telling a joke! When I finished, I handed the microphone to Ché and he was in charge.
Ché, Bill and John laid on hands and anointed Todd with a special new “Be Revived” oil that Chuck Pierce (who was in Africa) sent for the event. Todd went down under the power of the Spirit and the three prophesied over him, commissioning him as the evangelist to lead the Lakeland Outpouring. Then most of the backup apostles prayed and prophesied as well. The power of the Holy Spirit was so heavy on that event that you could almost have cut it with a knife!
It was quite evident to those present that this was a groundbreaking event. A serious public problem had been growing in the body of Christ revolving around concerns about Lakeland from respected leaders. Even “schism” had been mentioned frequently. Because of the extensive media coverage through GOD TV, it was much more than a private or a trivial matter. Something was called for to set things in order, and this is the stated role of apostles. We are now in a place in what I see as the Second Apostolic Age that apostles can agree publicly to bring alignment. The seventeen apostles involved in this event represented three distinct apostolic streams: ICA (10 were ICA members), Revival Alliance, and Morningstar. Even though we are not networked formally, we believe in and support each other and we stand together when a crisis such as this one comes along. I may be wrong, but I cannot recall an event of this nature in the recent history of the church.
There was a notable prophetic dimension accompanying the event. Around a month ago, Bob Jones prophesied that on June 22 the outpouring would increase so much that it would appear that the revival would really begin at that time. Of course no one knew that June 23, the day after June 22, would be the date of Todd’s apostolic alignment which could well be the event to release increased spiritual power. Parenthetically both June 22 and June 23 broke previous attendance records in the 10,000-seat tent.
There is a great deal more to say, but I will leave it as it is for the moment. My paper, “Lakeland Outpouring Apostolic Alignment,” which I am sending you will fill in many details. Although I am writing this primarily to you who are mentioned above, I will also send it to some others to whom I feel responsible for a report of Todd’s alignment and commissioning.

How many of you know that unity is key to revival? We need unity. We need to come together, all the streams, all the movements, all the networks. You cannot have this many ministries come together, this many movements, and streams, in the midst of what God is already doing, without a big KABOOM BOOM!!! I saw two Anointings released tonight! This involves city-taking and nation-taking! We have been talking about a day in which the biggest stadiums, arenas, and open fields would be used to contain what God is doing. =========================================== Entire cities are about to come under the glory of God! =========================================== I mean there are almost 10,000 people here on a Monday night! We are in the middle of a "corn field," I call it. I mean, it is not easy to get here! It has been 84 (actually 83) nights of the glory of God! I know this is so much bigger than Lakeland . I know that fires are burning in so many different cities already. Acts 8:4: Those who were scattered went everywhere preaching the word… hearing and seeing the miracles which He did… And there was great joy in that city. ============================= There has been great joy for 83 days ============================= And it is just an emerging model of city, after city… where entire cities come into joy? I decided to go for one night only to Concord , North Carolina . I just wanted to know if anybody was hungry. They said they could get about 6000 crammed into this arena and they've got room for 2000 in the overflow -- about 8000. At 7 o'clock on the highway 49, we came to gridlock traffic. We had to call the highway patrol… We had to drive down the middle of the highway… We received word that for 12 miles they shut the highway down and could not longer receive any traffic. The highway patrol estimates we turned away 15,000 people for one night. I said, God, I've never seen it like this in America . How many want to cry out for this anointing in your city? The first thing that God spoke to me in the first few days when this revival broke out was there would be impartation for leaders -- this outpouring was to go to the leaders. The Lord spoke to me, "Todd, this will be the most contagious anointing, transferable, and tangible. There has been a prophetic-apostolic foundation laid in the nation… A unity that has been taking place… decades of preparation so this time God can fill all the water canals and all the hungry places that have made themselves ready for revival. God said, "Todd, you represent an emerging generation, but the next generation has to be touched already." A real mark and sign of true outpouring is how contagious it is. Think about how much Azusa spread. Think about how much the Jesus Movement spread. ======================== If it's a move of God, it spreads ======================== It's got to be bigger than one. It's going to touch grass roots. How many of you have come to receive a fire tonight? You are sitting under a historic time. You are sitting under a grace, grace. A great grace!

Don't think for a moment that I would dare take the credit for what God's going; but, we've stepped into a kairos time. We are just the fruit of another man's labor. I saw a coming healing revival in which over 100 healing pools of Bethesda -- 100 healing centers-- 100 revivals of healing were poured out. And they were burning simultaneously in the nations! Your city, your nation can be one tonight. Somebody is going to say, "Here am I, Lord, I'm picking up the mantle." Somebody is going to get hungry. Somebody is going to get stirred. Somebody is going to get provoked. I'm telling you, we are living in one of the most historic days in the church. Do not be entertained! Do not be a spectator! Be moved by the spirit of what God is doing! I feel such an apostolic weight. I have never felt an anointing like this. Do you realize that from this moment forward, we will never be able to go back as a church again? I feel what is about to be released in the spirit tonight, if you’ll get it in your heart, you can pick up this city-taking and nationtaking mantle. I want to decree Psalms 2: …“Yet I have set My King on His holy hill.” Something is being set – a kingship – a kingly anointing on this outpouring is being established in the spirit tonight. I heard the Lord say the coming together of the apostles, the prophets, the ministries, the networks, the revival hubs, the blessing of the generals, the blessing of the fathers, the release of the harvesters and the evangelists, the outpouring of the glory – what is going to be established in the spirit tonight – has the authority to release the decree of taking cities and taking nations. Ask of Me and I will give you the nations… Not one evangelist is going to get it done. Not one denomination is going to get it done. Not one organization, not one network. I believe we are going to cry out and God is going to release something tonight. Let me tell you what this is really about – THE GLORY OF GOD. It means more to me than operating in the Gift of Healing. It means more to me than signs and wonders. It means more to me... The glory of God is the only thing that can take cities. And the knowledge of the glory of the Lord will cover the earth as the waters cover the sea. It’s an outpouring of glory! Weighty, weighty, weighty glory! I received a prophetic promise that on June 22 to July 22, the glory would fall in its fullness. And here we are with this historic meeting tonight, June 23rd. What is taking place tonight is what will enable the glory to come in its fullness. The second thing that this outpouring is – signs and wonders. We have literally received thousands, if not tens of thousands of people claiming they have been healed. We have medically verified miracles of resurrections of the dead. We are not claiming that everybody is healed. We are not claiming that there are not individuals who have lost their healing, but God is moving and I believe Jesus will get His glory back. During this outpouring, we have trained almost 7000 evangelists. Six days a week we have laborers who go to the streets every day. Every day people are being saved and every day miracles are taking place in the marketplace, and we are integrating the new converts into more than one local church. How many of you know that over the next 2-3 months, this is going to become one of the greatest harvesting anointings, one of the greatest mantles for evangelism… I want to cry out tonight, Lord, show us the glory. There are people today that have a vision and it is a whole lot more than let’s have church on Sunday. How many have it in their heart that if you were to receive a little burning coal you would hold it in your heart as precious and bring it back to your nation? You cannot just “get some” and walk the same way you have always walked. You cannot go on doing church as usual. When you get home, call an impartation meeting… then let the fire burn!!! Who has it in their heart tonight to say, God, raise me up like Philip the evangelist... Raise me up for my nation. I want to be

a harvester. I came to get some!! =============================People began RUNNING to the altar!!! ============================= How many of you know God wants to use you as you are? Let’s receive an impartation. Take ownership! I’m going to steward the anointing; I’m going to run with it! Worship: Show us Your glory...show us Your glory... Who will lay everything else down and make room for a fresh anointing? God is looking for one hungry person. Start a fire! Go! Go! Go! Break out! Break out! Break out! God is digging so many new wells, and He is re-digging wells… Here’s how we did it here... The glory fell and we felt like we got something here. I felt like this time the Lord said, “Todd, if you will stay and steward this little pool of 700 people (but it was a 20,000-people anointing)... I said to Pastor Stephen Strader of the Ignited Church , maybe we should give it another week. And then we gave it another week… And now it’s been 83 days and I’m saying, Let’s go another month. I know that it won’t stop. It might change, it might move around the world. I said, God, whatever it costs me to receive this moment in time – if that means I have to leave everything in Canada – if I have to lay down every other speaking.... this is so precious to me... Todd turns to John Arnott from Toronto … John, you did the same thing when Toronto showed up, and you are so hungry right now… And five pastors came here from Belfast , Ireland , and they wanted the fire. They took it back and started gathering every night. Todd turns to Rick Joyner of Morning Star Ministries… The same thing happened to Rick in your ministry. Some of your high school students came to Lakeland , picked up a little fire, and it broke out in your school. And you’ve been running for a couple of months almost with an outpouring at Heritage and Morningstar has been in a revival. Todd speaks to Trevor Baker sitting on the front row… how many weeks have you been going Trevor? Eight weeks in England !!! Todd proclaims to the crowd… You are receiving this fire tonight and God is just looking for somebody to go back home and say, “You know, I was just there and I got some,” and just see who shows up to get what you got… and see if it goes KABOOM! A spirit of revival is being injected tonight for the most hungry one!!! BAM!!! BAM!!! BAM!!! Worship: Show us your glory...show us your glory... There is such a weighty, weighty glory! A warm welcome to those of you who are present in this tent and to you who are watching through GOD TV. You are about to witness an event which could well have historic implications not only for the Lakeland Outpouring but also for our nation and for many other nations of the world. Prophets have been telling us for years that God is about to launch an extraordinary spiritual awakening with signs and wonders, and for over two months Todd Bentley has been leading one of the more obvious fulfillments of those prophecies. This is an exciting place to be right now! My name is Peter Wagner and I am President of Global Harvest Ministries based in Colorado Springs , Colorado . I have served the body of Christ in apostolic ministry for many years, and currently I preside over the International Coalition of Apostles which brings together over 500 recognized apostles. I have the honor of being assigned to preside over this momentous occasion, and I am humbled as I approach the task with an enormous sense of awe. ==================================================== Holy Spirit, I invite Your presence, Your power, and Your direction ==================================================== This is a ceremony celebrating the formal apostolic alignment of Todd Bentley. My first desire is to lay a biblical foundation for what we are about to do. I will begin with a scripture that has been a central text for those of us who are in the stream of the contemporary apostolic/prophetic movement, Ephesians 4:11-12: And He Himself [Jesus at His ascension] gave some To be apostles, some prophets, some evangelists And some pastors and teachers, For the equipping of the saints for the work of ministry.
The word “equipping” is a translation of the Greek katartizo which literally means “aligning,” as in setting a broken bone or a chiropractic adjustment. It means putting things in order so that the body functions as it was designed to function. This is one of the responsibilities of apostles such as those whom you see on the platform, and that is the reason we are present tonight. For example, Paul wrote to Titus, “For this reason I left you in Crete , that you should set in order the things that are lacking” (Titus 1:5). Speaking of Paul and Titus, their relationship is a biblical prototype of apostolic alignment. The same would apply to Paul and Timothy. The apostolic alignment of Timothy and Titus with Paul was a principal factor in allowing God to develop and fulfill His complete destiny in both of their lives. But Paul himself was also apostolically aligned. Soon after he was called to join Barnabas and his colleagues in Antioch for the then controversial ministry of planting churches among Gentiles, he traveled to Jerusalem to bring a gift for famine relief and also to align with some of the apostles. I want to use the experience that Paul had on that occasion as the text for the protocol for tonight’s alignment and commissioning of Todd Bentley. It is found in Galatians 2:9 which tells the story of one of Paul’s visits to Jerusalem : And when James, Cephas, and John, who seemed to be pillars, Perceived the grace that had been given to me, They gave me and Barnabas the right hand of fellowship, That we should go to the Gentiles and they to the circumcised.

Todd is following Paul’s example by inviting to the platform three apostolic pillars of today’s church: Ché Ahn of Pasadena, California, Bill Johnson of Redding, California, and John Arnott of Toronto, Canada, Todd’s native land. They represent an apostolic network called Revival Alliance. Notice that the apostles in Jerusalem “perceived the grace that God had given to Paul.” “The word “grace” is charis, the root of charisma, meaning “spiritual gift or gifts.” In Paul’s case it was the gift mix necessary to carry the gospel to the Gentiles. In Todd’s case it is the gift mix necessary to lead the Lakeland Outpouring. I have a question for the three apostles: Do you perceive the grace of God given to Todd Bentley as an evangelist to lead the Lakeland Outpouring? [Answer: “I do.”] I have a question for Todd Bentley: Do you recognize the apostolic authority of these three men in your life and ministry, and do you desire to establish an apostolic alignment with them and with Revival Alliance? [Answer: “I do.”] With this affirmation we will move to a formal commissioning, equivalent to “offering the right hand of fellowship” as the three apostles did to Paul in Jerusalem . This commissioning represents a powerful spiritual transaction taking place in the invisible world. With this in mind, I take the apostolic authority that God has given me and I decree to Todd Bentley: • Your power will increase. • Your authority will increase. • Your favor will increase. • Your influence will increase. • Your revelation will increase.

I also decree that: A new supernatural strength will flow through this ministry. A new life force will penetrate this move of God. A government will be established to set things in their proper order. God will pour out a higher level of discernment to distinguish truth from error. New relationships will surface to open gates for the future.

We are here to support you. We are here to commission you in the Name of the Father, Son, and the Holy Spirit -- with special oil from Chuck Pierce. It's called "revival oil." Chuck could not make it but he sent this Fed Ex for you (he's in Africa ). So, we anoint you, and commission you in Jesus Name. God TV and all that has happened here in the last several months now. We bless it in the Name of Jesus. We stand with you and we encourage you, and we honor you. Bill Johnson: When David wanted Uriah killed, he sent him into battle and then withdrew from him. As a company of people, we refuse to do that. Many revivals throughout history have been cut short of their intention of God's destiny and attention over individuals because of jealousies and fears that get stirred up in the people of God, and we refuse to do that. We shape the course of history by partnering with you, giving honor where it's due. You welcome the glory as well as anybody I have ever seen in my life. I long to learn from you in that and I bless you. I pray with the rest of these that the measure of the glory would increase. That Moses would no longer be considered the high water mark when the glory shone from his face, but instead, the revelation of the goodness of God would change the face of the church, and that He would use your voice, He would use your grace, your anointing to alter the face of the church before this world.
