Standardization of WIM in Europe • 1995-1998: development of European Specifications on WIM (COST323), published in 1999 • 1999-2007: dissemination and use, attempts of submission to the CEN • July 2007: FEHRL submitted the COST323 Specs to the CEN • 2008: small revisions and reformatting (FiWi) • 2009: CEN carried out the PQ procedure, positive answer (June) + editorial revisions required • 2009: editorial revisions + simplified requirements done by FiWi • March 2010: FEHRL submitted the revised version to the CEN • June 2010: CEN/BT asked further editorial revisions • December 2010: FEHRL submitted the final version to the CEN • 2011 (?): final vote International Society for Weigh-In-Motion

Tests of MS-WIM in Europe and Brazil • 2007→ : MS-WIM test in France (Maulan, RN4) - 3 types of sensors: piezo-quartz, piezo-ceramic, piezo-polymer - Long term test (incl. durability) on a heavy trafficked highway - Intermediate results available, test continues - Good results with quartz, variable with ceramic, temperature issue with polymer • 2010: MS-WIM test in Brazil (Aranragua, Santa Cataina) - 3 arrays of 16 sensor rows (piezo-quartz, ceramic & polymer) - on a dedicated lane, highway - first measurements in Nov 2010 - no MS-WIM software Aranragua, Nov. 2010 International Society for Weigh-In-Motion

Tests of B-WIM in France • B-WIM test in France on concrete integral bridges - 2 short span (5 to 8 m) instrumented bridges - on heavy trafficked motorways (A1 Senlis, A9 Montpellier) - tests to qualify the system for pre-selection and company profiling (enforcement), good results C(15)/B(10) - coupling of the SiWIM and a video camera planned • B-WIM in France on orthotropic steel deck (Millau viaduct) - on motorway A75, rather low traffic (1000 trucks/day) - SiWIM installed in the box of the north span - measurements in 2009 and 2010 (test trucks and traffic flow) - promising results C(15)/D+(20), but software to be adapted International Society for Weigh-In-Motion

Implementation of B-WIM in Europe and Brazil • Manufacturer: Cestel (Slovenia)

• Slovenia + neighboring countries (Austria, Croatia, Hungary, Slovakia…)

• Sweden (8 systems/30 bridges), incl. railways bridges • + a few more countries (Finland, Romania, Oman) • Tests in France and Netherlands • Brazil: app. 10 systems operated in a few states • Research works are still going on in Ireland, Slovenia and France to improve the accuracy and performances of the SiWIM International Society for Weigh-In-Motion

New Challenges of Direct Enforcement using HS-WIM • LS-WIM already approved for direct enforcement in most of the World, but requires large weighing area, staff, and to select and stop the trucks • New requirements for a fully automated enforcement (as for speed, spacing, dedicated lane, etc.), using HS-WIM and camera + AVI • An ambitious International challenge: - Accuracy and reliability of HS-WIM (class A(5), >95%) - Type approval by legal metrology and standard (OIML ?) - Reliable implementation and truck identification
