MOU Policy MOU of Eleven (11) LaoNok Political Parties/Organizations According to the policies and regulations of the United Lao Council for Peace, Freedom and Reconstruction (ULC), and in order to continue following the great and profound affairs of Laos, ULC/MOU is taking the opportunity to call upon all Overseas-Lao Political Parties and Non-Profit Organizations with similar ideas and a shared vision to cooperate and collaborate in thought and action to improve the democracy in Laos. MOU (MEMORANDUM OF UNDERSTANDING) In the context of the current and unstable situation, the 11 unified MOU Organizations have decided to commit their energy and hearts to dignified duty by espousing the following policies:
MOU Policies 1. The Overseas-Lao Political Organizations under the MOU and the internal Lao population will not rest until Laos becomes a true and independent democracy. There is no question that Laos is controlled by communist Vietnam and China in terms of political, economic, military and social throughout the country. 2. The Overseas-Lao Political Organizations under the MOU and the internal Lao population seek a democratic system of government in Laos such that multiple political parties can compete in free and fair elections. Election monitoring by the international community is welcome and necessary in order to achieve this democratic transition. 3. The Overseas-Lao Political Organizations under the MOU and the internal Lao population act to achieve basic human rights in Laos such as freedom of expression and press and assembly, freedom of religion, and freedom to protest against abusive and unsound government policies. 4. The Overseas-Lao Political Organizations under the MOU and the internal Lao population desire a Lao constitution which clearly protects the rights of its population of all ethnicities with equality and justice under the laws without discrimination. 5. The Overseas-Lao Political Organizations under the MOU and the internal Lao population will protect the nation’s natural resources such as timber wood, minerals and rivers; will forbid the communist government from illegally take over villagers’ lands; and will stop the designation of Lao lands as economic zones to the Vietnamese and Chinese who, as owners for as long as 99 years, have the right to bring in thousands of foreigners to live on these lands. 6. The Overseas-Lao Political Organizations under the MOL) and the internal Lao population will develop Laos with a sound economic structure that provides private and foreign investment opportunities in order to raise the standard of living, create jobs, and elevate the country as a whole.
MOU By-Laws 1. Each MOU Organization will continue to use its individual policy, as well as structure independently without involving the practice of other organizations. 2. Each MOU Organization will send in two (2) staff, later increased to five (5). These staff members will work in the MOU Central Committee to coordinate with the super powers, European Congress, ASEAN and the United Nations (UN), for important urgent issues in order to complete the work according to the goal of MOU. 3. All MOU Organizations will coordinate closely, forging a strong unity based on love and understanding. Together they will gather our energy, mind and hearts to carry out the important national tasks with commitment and sacrifice, in everything for the country’s interests. 4. All MOU Organizations must respect the best ideas of each other and accept the best reasons to implement effectively in the best interest of the country. 5. Once one has joined with MOU, it is forbidden to be involved with enemy organizations that are against us. The organizations that do not join us, and are antagonistic to any of our members, they are not with us - therefore, it is not necessary for us to involve them. It means we should not bring war into our village. We must have a keen observation as whom are our friends, and whom are our enemies. 6. If an MOU Organization creates problems, and has disagreements with another organization to the extent of causing problems and instability to the whole MOU Organization, we will have to vote democratically to decide whether the culprit organization will leave or stay with MOU; the justification of negative or positive quorum will be three-fourth (3/4) of the MOU votes. MOU Protocole Protocole d'entente des onze (11) partis / organisations politiques LaoNok Conformement aux politiques et reglements du Conseil lao uni pour la paix, la liberte et la reconstruction (ULC) et pour continuer a suivre les grandes et profondes affaires du Laos, ULC / MOU prend les devants possibility de faire appel a tous les partis politiques d'outremer et organisations a but non iucratif ayant des idees similaires et une vision commune de cooperer et de collaborer dans la reflexion et Taction pour ameliorer la democratie au Laos.
MOU (MEMORANDUM D'ENTENTE) Dans le contexte de la situation actuelle et instable, les onze protocoles d’entente unifies ont decide de s’engager leur energie et leur coeur au devoir de dignite en adoptant les politiques suivantes :
Strategies : 1. Les organisations politiques d'outre-mer lao dans le cadre du memorandum d'accord et la population lao interne ne seront pas en reste jusqu'a ce que le Laos devienne une democratie vraie et independante. II ne fait aucun doute que le Laos est controle par le Vietnam et la Chine communistes sur le plan politique, economique, militaire et social dans tout le pays. 2. Les organisations politiques d'outre-mer lao dans le cadre du memorandum d'accord et la population lao interne cherchent un systeme democratique de gouvernement au Laos, permettant a plusieurs partis politiques de se faire concurrence de maniere libre et equitable election. La surveillance des elections par la communaute internationale est la bienvenue et necessaire pour realiser cette transition democratique. 3. Les organisations politiques d'outre-mer-lao sous le MOU et la population interne lao agissent pour realiser droits fondamentaux de Thomme au Laos tels que la liberte d’expression et de presse et de reunion, la liberte de religion, et liberte de protester contre les politiques abusives et malsaines du gouvernement 4. Les organisations politiques d'outre-mer lao sous le protocole d'accord et la population lao interne desirent un Lao constitution qui protege clairement les droits de sa population de toutes les ethnies avec egalite et justice en vertu des lois sans discrimination. Les organisations politiques d'outre-mer-lao dans le cadre du memorandum d'accord et la population lao interne protegeront les ressources naturelles de la nation telles que le bois de construction, les mineraux et les rivieres ; interdira le gouvernement communiste de prendre illegalement les terres des villageois ; et arretera la designation de terres laotiennes comme zones economiques aux Vietnamiens et aux Chinois qui, en tant que proprietaires pendant 99 ans, ont le droit d'amener des milliers d'etrangers a vivre sur ces terres. 6. Les organisations politiques d'outre-mer lao dans le cadre du memorandum d'accord et la population lao interne se developperont Laos avec une structure economique solide offrant des opportunites d’investissements prives et etrangers afin d’elever le niveau de vie, creer des emplois et elever le pays dans son ensemble.
Reglements du protocole d'entente 1. Chaque organisation signant son protocole d’entente continuera d’appliquer sa politique individuelle ainsi que sa structure de maniere independante sans impliquer la pratique d’autres organisations. 2. Chaque organisation designera deux (2) membres du personnel, qui passeront ensuite a cinq (5). Ces personnes membres travailleront au sein du comite central du MOU pour assurer la coordination avec les super pouvoirs, Congres europeen, I'ANASE et les Nations Unies (ONU) pour d'importantes questions urgentes afin de terminer les travaux conformement a I'objectif du MOU. 3. Toutes les organisations participant au memorandum d’accord se coordonneront etroitement pour creer une unite solide fondee sur I’amour et la comprehension. Ensemble, ils vont rassembler notre energie, notre esprit et nos cceurs pour mener a bien les taches nationales importantes avec engagement et sacrifice, en tout pour le bien et les interets du pays. 4. Toutes les organisations participant au MOU doivent respecter les meilleures idees les unes des autres et accepter les meilleures raisons, mettre en oeuvre efficacement dans le meilleur interet du pays. 5. Une fois que vous avez adhere au protocole d’entente, il est interdit d’etre implique dans des organisations ennemies qui sont contre nous. Les organisations qui ne nous rejoignent pas et sont opposees a I’un de nos partenaires, ils ne sont pas avec nous. II n’est done pas necessaire que nous les impliquions. Qa veut dire nous ne devrions pas amener la guerre dans notre village. 6. Si une organisation cree des problemes et a des disaccords avec une autre organisation pour I’etendue des problemes et de 1’instabilite dans l’ensemble de I’organisation du MOU, nous voterons democratiquement pour decider si I'organisation coupable quittera ou restera avec le MOU ; la justification d'un quorum negatif ou positif correspondra aux trois quarts (3/4) des votes du protocole d'entente (MOU). Le Conseil lao unifie pour la paix, la liberte et la reconstruction demande par la presente tous les memorandums d’accord Les organisations doivent soutenir et utiliser cette politique et ces reglements a partir d’aujourd’hui.
