REPUBLIQUE DU MALI ----------------Ministère de l’Energie et de l’Eau -----------------Société Energie du Mali SA (EDM-SA) AVIS GENERAL DE PASSATION DE MARCHES PROJET DE DEVELOPPEMENT DE MINI CENTRALES HYDROELECTRIQUES ET LEURS RESEAUX DE DISTRIBUTION ASSOCIES (PDM-HYDRO) Le Gouvernement de la République du Mali a reçu du Fonds africain de développement (FAD) et de la Facilité d’appui à la transition (FAT) un don en vue du financement du Projet de développement de minicentrales hydroélectriques et leurs réseaux de distribution associés (PDM-HYDRO). Les objectifs spécifiques du projet sont : -

accroître la capacité de production nationale d’énergie électrique de 8,9 MW ;

-

raccorder 12 500 abonnés au réseau électrique en zones rurales ;

-

réduire la pollution due aux gaz à effet de serre de 15 800 TeCO2/an par la réduction du temps d’utilisation des groupes électrogènes ; et

-

apporter de l’assistance technique pour la réalisation d’une étude de faisabilité du projet

d’électrification de 60 localités rurales et d’aménagement de centrale hydroélectrique. Le projet comprend les trois (3) composantes suivantes : i) Construction des infrastructures hydroélectriques de Djenné et Talo et leurs réseaux de distribution associés ii) Appui institutionnel ; iii) Gestion du projet. L’acquisition des biens, travaux et services de consultants se fera conformément au Cadre de passation des marchés pour les opérations financées par le Groupe de la Banque, Edition octobre 2015 en utilisant les documents types appropriés de la Banque. Les modes d'acquisitions prévus pour les travaux, biens et services financés au moyen du don sont indiqués ci-après : Travaux : La réalisation des travaux de construction de la centrale de Talo ainsi que des réseaux de distribution associés fera l’objet d’un appel d’offres ouvert (AOO). Biens : Les acquisitions de biens se feront par consultation de fournisseurs et couvriront le matériel roulant, le mobilier de bureau et le matériel d’exploitation.

Services : Les acquisitions de services de consultants se feront comme suit : • Selon la méthode de sélection fondée sur la qualité et le coût sur la base d’une liste restreinte pour : - Etudes d’électrification de 60 localités rurales en hors-réseau et d’aménagement de centrale hydroélectrique ; - Contrôle et supervision des travaux. • Selon la méthode de sélection au moindre coût sur la base d’une liste restreinte pour l’audit des comptes du Projet ; • Par entente directe avec le Ministère de la Promotion de la Femme, de l’Enfant et de la Famille (MPFEF) sur la base de convention de financement pour la campagne IEC et l’équipement des plateformes multifonctionnelles. Les dossiers d’appel d’offres devraient être disponibles le 1er octobre 2018.
