Opening of the meeting

The Chairman welcomed the delegates to the 29th meeting of SC 36B and thanked the USA National Committee and NEMA for their kind invitation, excellent meeting facilities and warm hospitality. He expressed special thanks to Scott Choinski and Allen Bernstorf for their hard work organising the meetings for SC 36B and the other Committees and Working Groups. The chief delegates were asked to identify themselves and fill in the attendance list. The chief delegates are underlined. Finally the Chairman announced the sad and untimely death of Danilo Perin who had been an active delegate to SC 36B and a valued member of various working groups over the years. The meeting was also informed of the death of the Vladimir Pogostin who had been planning to attend as a Russian delegate. A short period of silence was observed.

The draft Agenda 36/236A/DA was approved. The Secretary pointed out an error in numbering for Item 13 and onwards which was corrected

The Secretary announced that no written comments had been received within two months of circulation of the minutes of the previous meeting held in Beijing on Friday 25th October 2002 (36B/221/RM) and that they were therefore approved with no changes. No comments were forthcoming from the delegates.

News from Central Office

The Chairman announced that he had received an e-mail from Pierre Amiguet announcing that he was retiring in December 2004. On behalf of SC 36B he expressed best wishes to Pierre and thanks for his valuable support over the past two years. The Sub-Committee looks forward to working with Peter Lanctot who has taken over from Pierre Amiguet. The Secretary underlined some recent changes in working procedure:

Secretaries and WG group convenors are no longer responsible for membership lists, each National Committee now manages its participation via the IEC experts database. Similarly, delegates to meetings are designated by the same system. All delegates and WG/MT/PT members are urged to make sure that their National Committee keeps the database up to date.



Meeting documents are theoretically no longer allowed; this explains the “INF” reference of the SC 36B meeting documents, which was the only way to make them available in electronic form via the meeting document pack. The situation will no doubt be clarified before the next meeting.

Reports on current projects

The Secretary presented the reports and status of the Maintenance Teams and projects of SC 36B. 5.2.1 MT10 – Projects 61466, 61109, 61952 – C. Lumb (Interim Convenor) MT 10 has met four times since its reactivation in Beijing. Meetings were held in Nuremberg in February and October 2003, in Stellenbosch in March 2004 and in Mannheim in September 2004. In order to optimise attendance and economy, meetings were held “back to back” with 36WG11 which has many members in common. Clive Lumb is still the interim Convenor, but the work load is efficiently distributed between the three project leaders.

5.2.1.1 MT10 Project 61109 (Jens Seifert) MT10 was able to prepare a draft revision of IEC 61109 which was circulated, along with the appropriate MCR, as 36B/233/CD. At the last meeting the compiled comments on this draft were studied and observations were prepared to help the discussion of the document at the SC 36B meeting in Washington.

5.2.1.2 MT10 Project 61952 (Claude DeTourreil) At the October 2003 meeting of MT 36B-10 in Nürnberg, C. LUMB and C. de TOURREIL accepted to prepare the revised version of IEC 61952. This was accomplished during private meetings that took place in early 2004. This revision was necessary to harmonize the document with the new IEC 62217 (Common Clauses). All the tests now listed in 62217 have been removed from 61952. The revised version was discussed during the MT 36B-10 meeting that took place in Stellenbosch, ZA in March 2004. The document was then issued by SC 36B as 36B/232/CD for comments by National Committees. The compiled comments prepared by C. LUMB were reviewed by MT 36B-10 during the Mannheim meeting that took place in September 2004 and observations were prepared to help the discussion of the document at the SC 36B meeting in Washington.

5.2.1.3 MT10 Project 61466 (Stephen Hodgkinson and Jens Seifert) This part of the MT10 task is currently on hold, having been designated as low priority until the revisions of IEC 61109 and 61952 were well advanced. The subject is being monitored by S. Hodgkinson (AU) and J. Seifert (DE). It was decided to prepare a questionnaire for members to distribute in their countries on the section length of some representative insulators with different fittings (145kV, 16 & 31 mm/kV, 120 & 210 kN). This will be

circulated by the end of 2004. All users and manufacturers present at the SC 36B meeting in Washington were requested to send contact details of local manufacturers to the Secretary [email protected].

5.2.2 MT11 – Project 60372 – Locking devices – C. Lumb (On behalf of PL) Project 60372 was prepared under the leadership of Mr. Billac (France) and was published in May 2003. Since Mr Billac has since changed functions and no further revision seems necessary in the near future, it is proposed to disband MT11 (See item 10). The Chairman expressed his thanks to Mr Billac.

5.2.3 MT12 – Project 60797 Residual strength (being reactivated, Convenor C. Lumb) This project is currently at the O stage, however resources have become available and a meeting of MT12 was held in Paris in September 2004. At this meeting a compromise was reached where the “normal” criteria of 65% for residual strength could be extended to 70% for cases where compliance with IEC 60826 (Design criteria of overhead transmission lines) was required. Currently the experts are studying the influence of the temperature cycle test on the severity of the residual strength test in order to determine if this pre-stress is necessary. An MCR and CD are expected during the first quarter of 2005.

5.2.4 Project 61211 Puncture tests (Convenor M. Aro) MT13 has not needed a meeting since 2002. The minor modifications resulting from the vote on 36B/229/CDV were all dealt with by e-mail between the members. It is to be noted that the MT has been very efficient; the first meeting for the revision was held in February 2002 and the Publication issued in November 2004.

5.2.5 Project 61211 Project 61467 Power Arc tests (Convenor C. Lumb) A meeting of MT14 was held in Vichy in January 2004 to study the compiled comments and the comments from the members on the draft 36B/215/CD in order to prepare a 2CD. This 2CD was circulated in February 2004 as 36B/230/CD. The compiled comments were studied by e-mail and the Secretary’s observations were approved by the MT for discussion at the Washington meeting.

5.2.6 Project 60575 (0 Stage) – C. Lumb (PL) This project is still at the 0 stage due to problems converting old figures for the electronic version. Since the last meeting, the information behind the figures has been included in a draft CIGRE publication on the mechanical strength of “old” insulators being prepared by WG B2.03. It is proposed to wait until this work has been published so that the IEC report can refer to it, hence avoiding the need to convert the figures. (This proposal was accepted under Item 10).

No other subjects arose from these reports. The Chairman thanked the Secretary for his presentation and extended special thanks to the Project Leaders for their valuable contribution to the work of SC 36B, their function becoming increasingly important as MTs deal with several projects at once.

6.

Result of voting on the FDIS on IEC 61211 Ed1 : Insulators of ceramic material or glass for overhead lines with a nominal voltage greater than 1 000 V - Impulse puncture testing in air

The Secretary presented the results in 36B/242/RVD: 24 voting, 18 “P” members in favour, 1 against. Comments were received from Italy (editorial, adopted) and USA (explaining their negative vote due to their satisfaction with the current test in oil). Publication issued 2004-11.

10. Summary of the status and progress of other projects The Chairman and Secretary had prepared an updated version of the status document (Project Status Report) 36B/247/INF. The Chairman proposed that each Publication be studied and the entries be revised as necessary. Special attention was paid to those Publications whose review date was due. An Italian proposal for revision of IEC 60120 had been received (36B/237/INF) which was also discussed The main results and decisions arising from this discussion are as follows: Subject
