SERVICE BULLETIN Propellers Propeller - Propeller Mounting Bolt Inspection 1. Planning Information A. Effectivity Hartzell propeller models HC-B(3,4,5)( )(P,N)-( )( ) that were installed on an aircraft, or that have had B-3339 mounting bolts replaced, between January 30, 2001 and December 31, 2002 are affected. All B-3339 propeller mounting bolts are to be inspected for MSA manufacturing lot number 003, in accordance with this Service Bulletin, before installation. B. Concurrent Requirements None C. Reason (1)
An occurrence of a failed B-3339 propeller mounting bolt was encountered when 55 Ft-Lb torque was applied to the bolt during a propeller installation. The broken bolt was identified with the marking "MSA" and was from manufacturing lot number 003. Metallurgical analysis of the failed bolt revealed the presence of intergranular corrosion in a pre-existing crack, indicating a manufacturing defect in the bolt.

Other B-3339 propeller mounting bolts from MSA manufacturing lot number 003 were subsequently inspected and tested for hardness characteristics. The test results revealed that the hardness of some of the bolts in manufacturing lot number 003 exceeded specification requirements, indicating that those bolts could be more brittle than other lot number bolts.
D. Description (1)
This Bulletin provides instructions for a one time on-wing inspection to identify the manufacturer and manufacturing lot number of each B-3339 propeller mounting bolt.
(2)
This Bulletin mandates replacement of all B-3339 propeller mounting bolts that are from MSA manufacturing lot number 003, and provides a procedure for on-wing replacement of the bolts.
(3)
This Bulletin mandates the replacement of all existing inventory of B-3339 propeller mounting bolts from MSA manufacturing lot number 003.

Compliance with the one time on-wing inspection specified in this Bulletin is at next scheduled maintenance activity, not to exceed 100 flight hours or 12 calendar months (whichever occurs first) from the effective date of this Bulletin.

All B-3339 propeller mounting bolts are to be inspected for MSA manufacturing lot number 003, in accordance with this Service Bulletin, before installation.

Accomplishment Instructions A. Visual Inspection (1)
Gain access to the B-3339 propeller mounting bolts.
(2)
Visually inspect each B-3339 propeller mounting bolt for a broken or missing head. If a broken or missing bolt head is discovered, contact the Product Support Department at Hartzell Propeller before further flight.
(3)
Visually inspect the head of each B-3339 propeller mounting bolt for identification marks. Refer to Figure 1 for the location of the identification mark.

If there are identification marks "MSA" and "003" on the head of any of the mounting bolts, or if the bolt heads cannot be easily accessed to allow visual inspection, perform the following procedure: a
Cut and remove the safety wire that secures each propeller mounting bolt.
CAUTION:

LOOSEN ALL PROPELLER MOUNTING BOLTS TO ENSURE PROPER PRELOADING OF THE MOUNTING BOLTS WHEN THEY ARE RETORQUED.
Loosen each mounting bolt.
WARNING:
DO NOT REMOVE ALL PROPELLER MOUNTING BOLTS AT THE SAME TIME WITHOUT PROPERLY SUPPORTING THE PROPELLER. SERIOUS INJURY OR DAMAGE TO THE PROPELLER COULD RESULT.
CAUTION 1:
REMOVE ALL PROPELLER MOUNTING BOLTS THAT HAVE IDENTIFICATION MARKS "MSA" AND "003" ON THE HEAD OF THE BOLT.
CAUTION 2:
DO NOT USE EXISTING INVENTORY OF B-3339 PROPELLER MOUNTING BOLTS FROM MSA MANUFACTURING LOT NUMBER 003.

Remove one mounting bolt at a time and closely inspect each bolt identification. Replace all propeller mounting bolts that have identification marks "MSA" and "003" on the head of the bolt. Refer to Figure 1. NOTE 1: Some manufacturing lot numbers may be up to six digits long. Bolts with identification marks other than "MSA" and "003" are not affected. NOTE 2: Affected bolts must be returned to Hartzell Propeller for replacement at no charge. Refer to the Appendix section of this Bulletin for instructions.

Re-torque all of the propeller mounting bolts in proper sequence, in accordance with the Installation and Removal chapter of the applicable Hartzell Propeller Owner's Manual.

Safety the mounting bolts with 0.032 inch (0.81 mm) minimum diameter stainless steel wire (two bolts per safety).
Indicate compliance with this Service Bulletin in the propeller logbook.
